- Welcome. The monthly meeting was convened by President Terri White at 6:48pm.
- Approval of Minutes. The minutes from February 2007 were approved with one change upon a motion from Ann Dell and a second Jackie Johnson.
- Items from the President
- Margaret Annis Boys Trust Signature Project Grant -- Terri White reported that the association sent a letter of intent to this organization for this program and that the final application is due sometime in March. Raina Pelofsky is handling the application. No further information is known at this time.
- 13th Street Zoning. Terri White reported about the issues concerning the zoning of 13th street. She indicated that her best information is that this issue is going to work out fine and not allow fast food restaurants on 13th street.
- 23rd Street Billboard. Terri White reported that the board of adjustments voted 3-2 in favor of the billboard company and that there was a great deal of uncertainty on the part of the board of adjustment. Our attorney immediately filed an appeal with the district court in order to stall the process until we decide what to do. There are two options of how to proceed. Option 1 is to go forward to district court which would result in an estimated additional total bill of $5000. Option 2 is to buy the permit in order to make it impossible for the sign company to construct their sign. The question is which option should we pursue and how much is our neighborhood willing to authorize to this cause. Jackie Johnson moved and Ann Dell seconded to authorize up to $1000 toward blocking the construction through either litigation or pursuing a settlement as long as at least one additional neighborhood is participating. The motion passed unanimously.
- Slate Committee. The Slate Committee is meeting on Wednesday, March 7th, 2007 at Jackie Johnson's house at 5:30pm. The results of the slate for 2007 will be published in the April newsletter in preparation for the May 2007 meeting where voting will take place.
- Finance Committee. The finance committee is meeting on Monday, March 12th at 6:30pm at JB Schuelein's house.
- Committee Chairs. Dana Meister will be chairing the Mesta Festa committee again this year. We are still looking for a chair and co-chair for the 2007 annual home tour. Please let us know if you are interested in chairing this important event.
- Treasurer's Report. Terri White presented the Treasurer's report in JB Schuelein's absence. The report was prepared by JB Schuelein. After discussion, the report was approved upon a motion by Ann Dell and a second by Karen Zimmer.
- Standing Committee Reports.
- Parks. No parks reported was presented.
- Security. Ann Dell reported that the new security system is set to start on April 1st, 2007. It will include patrol by off-duty OCPD police officers. Patrol will be in a used police car that was purchased by the association, painted black and white with a light bar, spot light, and pa system. Initially it will be 15 hours/day with an anticipated increase to 18 hours/day by July 2007. The security association has entered into an agreement with the Neighborhood Services Corporation who will bill and collect, update the membership lists and provide other services. The association has also entered into an agreement with a police officer who will manage the scheduling of the officers. Beginning April 1st, the membership rates will be adjusted to pay for the new services. Heritage Hills will pay $40/month and Mesta Park residents will pay $35/month. The billing will be changed to pay either annually or monthly. Payment can be setup for automatic withdrawal from a bank account.
- Sidewalks. Mike Menser reported that there is still money in the account for the sidewalk matching funds and people are still free to apply.
- Historic Preservation. No report on HP was given.
- Awards. No report on awards was given.
- Block Captains. No block captains report was submitted.
- Social. No report on social was given.
- Newcomers. No report on newcomers was given.
